The Gas Safety Corporation strengthens the autonomous safety management of high-performance inspection equipment
Temporary support for 50% of the costs of hydrogen quality inspection until 2022
The Korean Gas Safety Corporation (President Hae-jong Lim) announced on Day 3 that it will hold a free delivery ceremony for high-performance inspection equipment to ease the burden of the safety management costs of hydrogen-filling companies at the Samhan hydrogen station in Eumseong, Chungcheongbuk-do .
This project is a project that Gas Safety Corporation procures 4 types of basic safety inspection equipment at hydrogen filling stations (hydrogen leak detector, soil resistance tester, thermal imaging meter and standard gas injection device) and lends it to hydrogen filling stations free of charge.
This aims to support the government’s early achievement of the hydrogen economy and promote it as part of the ‘Comprehensive Hydrogen Safety Management Measures’ announced in December 2019.
Therefore, if a hydrogen filling company wants to rent inspection equipment, they can get 4 types of inspection equipment worth about 8 million won for free.
The free lease period can be up to 4 years, and this is expected to have a major impact on reducing the safety management burden for hydrogen chargers, which are in the red due to huge start-up and operating costs, and on strengthening its own safety management.
Corporation Gas Safety Corporation to fully support the hydrogen industry
Pursuant to Article 11 of the High Pressure Gas Safety Management Act (Safety Management Regulations), hydrogen filling stations are required to perform daily, weekly and monthly inspections to maintain the safety of the filling device and must have inspection equipment.
Accordingly, Gas Safety Corporation conducts research on the needs of the hydrogen filling industry among inspection equipment in accordance with safety management regulations and among inspection equipment that a business entity must possess, a portable hydrogen gas leak detector, a soil resistance meter, a thermal imaging meter and a standard gas injection equipment are essential. Gas Safety Corporation buys 4 types of equipment (approximately 8 million win per set) and decides to provide free rental for charging stations they want to rent.
The Gas Safety Corporation is carrying out a number of detailed tasks to establish a sustainable hydrogen safety ecosystem, with free rental of inspection equipment for hydrogen filling stations focused on the Institute for Hydrogen Safety and Technology.
Representative examples are ensuring the reliability of the inspection of the three basic hydrogen plants (hydrogen filling stations, hydrogen production bases and hydrogen fuel cell plants) △ Establishment of continuous safety inspection and safety management support system △ Support of quality inspection fee for hydrogen filling stations.
To ensure the reliability of the inspection of the three core hydrogen treatment plants, Korea Gas Safety Corporation has integrated the inspection of hydrogen filling stations with the Institute for Hydrogen Safety Technology and is implementing a risk assessment system that takes into account surrounding sites in the pre-phase of the filling station.
In addition, during operation of the charging station, an accurate safety diagnosis and continuous inspection will be performed using precision diagnostic equipment to prevent downtime due to leakage or failure in advance. This is to address the inconvenience because hydrogen car users are unable to refuel and which increases public concern for safety.
To strengthen business capabilities and safety management, a manual on the construction and maintenance of the hydrogen filling station, which was produced the previous year, will be produced and distributed this year after the upgrade. In addition, a real-time monitoring system is being built that allows Gas Safety Corporation and businesses to check the status of major facilities at hydrogen filling stations in real time and take safety measures in the event of an abnormal signal.
The Gas Safety Corporation will also provide temporary support for 50% of the cost of hydrogen quality inspection, which hydrogen filling stations must inspect every quarter until 2022.
Quality inspection is a legal inspection carried out in accordance with Articles 18-3. Of the High Pressure Gas Safety Management Act to prevent safety accidents caused by the use of low quality gas. Through the implementation of the aid project for the hydrogen quality inspection fee, an annual cost reduction of 2.1 million win per hydrogen filling station effect is expected.
